Central Delhi DAPCU's Response to- Familiarizing new District Collectors to the HIV programme in the district



This post is in response to the April theme
Following will be briefed to new joined DC in District by DAPCU
Elaborate on NACP-I(1992-1999),  II (1999-2006) & III(2007-2012).

HIV Scenario in India, Delhi & Central Delhi District.
A.      In India
                                                               i.      First case: 1986.
                                                             ii.      Epidemic spreading from: H.R.Gs to the general population & Urban to Rural areas.
B.      In Delhi
                                                               i.       First case- 1988
                                                             ii.       Low Prevalence State
                                                            iii.      Highly Vulnerable State
C.      In Central District  (Category ‘B’ District):
                                                               i.      FSW-3500, MSM-600, IDUs-800, Migrant- 10000.
Establishment of DAPCUs in Category ‘A’ & ‘B’ districts according to prevalence of ANC & HRGs as
A.      (ANC >1% & HRG >5%)
B.      (ANC <1% & HRG >5%)
C.      (ANC <1% & HRG <5%)
D.     (No Hotspot & No available Mapping.)
Positivity Trends among HRGs, ANC & General Clients during 2011-12 in the District & Spatial Mapping of the District.
A.      HRGs:
                                                             ii.      IDUs< MSM< FSW< Migrants.
                                                            iii.      Over all positivity more than 5%.
B.      ANC:
                                                           iv.      Achievement of target is more than 98%.
                                                             v.      Over all positivity is less than 0.2%.
C.      General Client:
                                                           vi.      Achievement of target is more than 85%.
                                                          vii.      Over all positivity is less than 2%.
Role of DAPCU
A.     Co-ordination of HIV facilities
B.      Integration with NRHM
C.       Generating awareness & impact mitigation.

Expectations from DC.
A.      For PLHAs:
                                                               i.      Issue of Income Certificates to PLHAs regarding Social Welfare Scheme under Government of Delhi as announced on 01-12-2011 by Honorable’ Chief Minister of Delhi Mrs. Sheila Dikshit. Avoidance of verification/ maintaining confidentiality as far as possible, while undertaking enquiries for address/ salary verifications ( Beneficiaries to the scheme have fulfilled the criteria of on ART for one year already with submission of some proof of Id.)
                                                             ii.      Inclusion of PLHAs in BPL Category and issue of Ration Card accordingly from the office of area SDM directly so as to avoid breaching of confidentiality as far as possible.
                                                            iii.      Concession in Bus Fares under DTC, if Possible.
                                                           iv.      Issue of Travel passes of Delhi Metro to collect Medicines from ART Clinics which they have to collect on monthly basis.
                                                             v.      Concession in Railway Fares under Indian Railway.
                                                           vi.      Support in job protection of PLHAs.
                                                          vii.      Inclusion in other pension schemes like Widow Pension, Old Age Pension etc. as it is in addition to point no. 10(a)(i) as above.
B.      For DAPCU-Central:
                                                               i.      Constitution of DAPCC and organization of its regular meetings under your prestigious chairmanship.
                                                             ii.      Opening of Bank Account for DAPCU-Central.
                                                            iii.      Inclusion of DAPCU Team in attending meetings in your office among various agencies of the district.
                                                           iv.      Wherever co-ordination by DAPCU team is required.
