DAPCU Yavatmal (Maharashtra) Response to the Theme : DAPCU Led Single Window Model


Describe efforts taken or Planned by DAPCU to increase the number of people availing Social  Benefit Schemes in your district in FY 2016-17.

December 5, 2015 Dr. Rathod, the Dean of the hospital in the presence of Dr. Yealke, Nodal Officer of ART Centre and Medical Superintend inaugurated the DAPCU led Single Window space provided within the ART centre, Yavatmal. Appreciating our work Dean shared that this is first time he was observing a hospital with medical as well as social approach and he was happy to be there. He requested everyone to continue this system.
At this point we would like to take you through the process and background work that took place to reach this point. The process was long, involved several meetings with stakeholders and had many more outputs.
  • On December 13, 2014 NACO organize one-day workshop on DAPCU Led Single Window Model on Social Protection for PLHIVs, CABA and MARP at Pune. OVC project was just launched then and DPC of Yavatmal along with district DPO/DS participated in this workshop. The workshop clarified the roles and responsibilities of DAPCU Led Single Window Model on Social Protection for PLHIVs, CABA and MARP.
  • During District AIDS Prevention Coordination Committee(DPCC) meeting in February 2015 District Collector and DS discussed about DAPCU Led Single Window System and explained how they can support.
  • In month of April 2015 organised the stakeholder meeting in collaboration with DAPCU in which DPC discussed about DAPCU Led Single Window System and explained their role.
  • Hon. Collector Circular: Collector passed first circular in Maharashtra for implementing DAPCU Led Single Window System on April 16, 2015. In this circular he told all Government Departments to support OVC Social Protection Project and CLHIV/CABA children and their families should get all government facility and schemes from ART Centre.
  • Hon. Collector passed another circular on July 6, 2015, stating the Tehsildar should accept the chronic illness Certificate authorize by Nodal Officer of ART Centre. 
  • On July 7, 2015 Hon. Collector passed another circular directing the appointment of a Nodal Person/Officer for providing instant benefits to PLHIV/CLHIV. He stated that the Tehsildar should be cooperative to Nodal Person/Officer.
  • Hon. Collector passed another circular on October 8, 2015 stating that the Medical Superintendent of Government Hospital can give chronic illness Certificate to PLHIV patient.
  • On October 9, 2015, Hon. Collector passed another circular in which he directed the Tehsildar to accept the Chronic Illness Certificate submitted by PLHIV patient authorize by District Civil Surgeon, Nodal Officer of ART Centre and Medical Superintendent of Government Hospital.
  • In the month of August and September 2015 under OVC Social Protection Project organised Sensitization Training on Government Schemes-Social Security Schemes. It was attended by the staff from ICTC, ART Centre, TI NGO, PPTCT NGO, VIHAAN NGO and DAPCU staff. After this, ICTC counsellor beneficiary government schemes application submitted to related department through DAPCU.

This resulted in improved access for PLHIV patients as they could submit application for Chronic Illness Certificate, Sanjay Gandhi Niradhar Yojana, Bal Sango pan (Foster Care Schemes) at taluk level at one point. This saved their time, travel cost and efforts and running from department to department. Also they could avoid visiting places where they had to suffer stigma and discrimination.
